«ایران از لیست سیاه خارج میشود؟»
در یک حرکت ساختنی در مسیر اعتلای اقتصادی، لایحه پالرمو به تصویب رسید. این کنوانسیون یکی از گامهای اساسی در مسیر اصلاح نظام مالی کشور و رفع موانع اقتصادی بینالمللی به شمار میآید. تصویب این لایحه در راستای خروج ایران از لیست سیاه FATF و کاهش محدودیتهای بانکی و تجاری، اهمیت ویژهای دارد. اما این نمیتواند مانع مشکلات اقتصادی و مالی ایران شود. دو کنوانسیون FATF ایران را دچار بلاتکلیفی کردهاند. چطور این کشور میتواند هم به طرحها برای خروج از لیست سیاه FATF پایبند باشد و هم بتواند به تصویب دو کنوانسیون FATF برسد؟
در روز چهارشنبه چهارم بهمن ماه نمایندگان مجلس به پیوستن ایران به کنوانسیون پالرمو رأی مثبت دادند. این کنوانسیون، که به کنوانسیون مبارزه با جرائم سازمانیافته فراملی موسوم است، توسط سازمان ملل متحد در سال ۲۰۰۰ تدوین و به تصویب نمایندگان میلیاردها انسان در سراسر جهان رسیده است. کنوانسیون پالرمو به کشورهای عضو این کنوانسیون الزامات خاصی برای مقابله با قاچاق انسان، اسلحه، پولشویی و سایر جرائم سازمانیافته ارائه میدهد. ایران باید در این کنوانسیون سرپا شود تا بتواند از لیست سیاه FATF خارج شود.
علاوه بر تصویب لایحه پالرمو، حکومت ایران باید لایحه CFT را تصویب کند. با وجود این تصویب هم، ایران هنوز در لیست سیاه FATF باقی میماند. این امر باعث اعمال محدودیتهای شدیدتر در روابط بانکی و تجاری ایران با سایر کشورها و تشدید فشارهای اقتصادی میشود.

در حالی که لایحه پالرمو تصویب شده است، اما هنوز دو سال پس از آن تصویب تکمیلی CFT که بدون آن، تصویب پالرمو تأثیر چندانی ندارد، انجام نشده است. کنوانسیون پالرمو یکی از گامهای اساسی در مسیر اعتلای اقتصادی ایران است. اما این تصویب استappen به حال حاضر باعث شده است تا بتواند از لیست سیاه FATF خارج شود. اما این هنوز خبر خوبی برای اقتصاد ایران است.
