رونمایی از سامانه یکپارچه شناسایی و رصد هوشمند نخبگان

در Shadow بیستمین سالگرد تأسیس بنیاد ملی نخبگان، سعید خدایگان قائم مقام بنیاد ملی نخبگان از طراحی سامانه هوشمند شناسایی و رصد نخبگان خبر داد. این سامانه به نقطه اوج بهاری نخبگان ختم خواهد شد و در سال جاری هرم نخبگی ایران را متحول خواهد کرد.

بیست سالگی بنیاد ملی نخبگان رسماً فرا رسیده است. این بنیاد بیست سال پیش با ابتکار مقام معظم رهبری شکل گرفت و در این مدت با تلاش رؤسای استانی، رؤسای بنیاد و دست‌اندرکاران به جایگاه کنونی رسیده است. در این سفر طولانی، خروجی تلاش‌های انجام شده حمایت از جمع قابل توجهی از نخبگان بوده، اما با توجه به ظرفیت‌های عظیم نخبگانی در کشور کافی نیست. آمار موجود نشان می‌دهد که نیازمند یک تحول و بازنگری در برنامه‌های بنیاد هستیم.

خدایگان با تاکید بر لزوم ایجاد زبان مشترک در مفاهیم اصلی، به مفهوم هرم نخبگی اشاره کرد. وی معتقد است که دانش‌آموزان مستعد، دانشجویان مستعد، دانش آموختگان برتر، سرآمدان و در قله هرم نخبگان قرار دارند. مطابق با اسناد راهبردی، دو مفهوم «خوب فراگیر» و «عالی محدود»، هرچه از قاعده هرم به سمت قله حرکت می‌کنیم، جمعیت محدودتر و تراز عالی‌تر و امکان حمایت‌های ویژه‌تر بیشتر می‌شود.

شناخت نخبگان

اخیرا بنیاد ملی نخبگان برنامه تحولی خود را از طریق 10 راهبرد کلیدی اعلام کرد. با پیگیری اجرای این راهبردها، بنیاد ملی نخبگان به نسل دوم نخبگان ارتقاء خواهد یافت و نخبگان نخبگتر خواهند شد.

خدایگان از طرح یک سیستم هوشمند برای شناسایی و رصد نخبگان خبر داد. وی بر این باور است که این سیستم کمک می‌کند تا هر استعداد در زنجیره مشخصی، مطابق با هرم نخبگی، شناسایی و با برنامه‌های پیشنهادی بنیاد رشد یافته و توانمند شود.

ولی دارای محدودیت‌ها و نیاز به تحول است. اکنون دقیقا به تحول زمان بسته است. هم زمان ما با نیازهای اقتصادی هستیم و هم زمان ما با نیازهای اجتماعی هستیم، هم زمان ما با نیازهای تاریخی هستیم و هم زمان ما با نیازهای انقلاب‌آفرینی هستیم و طبعاً فراموش نکنیم امروز هم ایرانی هستیم. همه اینها باعث می‌شود که ما این تغییر و تحول را برای ما و برای ما هرچه بهتر بافتیم.

چشم‌انداز تحول بنیاد ملی نخبگان
قائم‌مقام بنیاد ملی نخبگان گفت: در تلاش برای تحول بنیاد ملی نخبگان، یک چشم‌انداز ترسیم شده است. انشاء الله با پیگیری راهبردهای کلیدی، بنیاد ملی نخبگان نسل اول را به نسل دوم نخبگان ارتقاء خواهد داد. در حال حاضر، شناسایی نخبگان بیشتر به صورت ثبت‌نام‌های خوداظهارانه انجام می‌شود، انتظار می‌رود با اجرای دقیق راهبرد کلیدی اول که مربوط به تحول دیجیتال بنیاد ملی نخبگان از طریق ایجاد سامانه یکپارچه شناسایی، رصد، پایش و شبکه سازی مستعدان و نخبگان است، شناسایی مستعدان و نخبگان به‌صورت هوشمند و هدفمند انجام شود.
